In 2007, for the second year in a row, Brussels Airport was the most punctual airport in Europe. This emerged from a report by The Association of European Airlines (AEA), which unites the major airlines in Europe. A mere 16.9 percent of the intra-European flights departing from Brussels Airport took off with a delay of more than 15 minutes, the best result of all 27 airports examined in the report. The airports of Düsseldorf, Vienna and Oslo also recorded a good punctuality performance, with less than 20 percent of flights taking off with a delay of 15 minutes or more. However, overall punctuality at European airports went down in 2007. Of all intra-European flights on average 22.7 percent were delayed by more than 15 minutes, while in 2006 this was 22.3 percent. In June 2007 (29.7 percent) and July (28.3 percent) the number of delays in Europe reached its highest level since the summer of 2000. In forty-two percent of the cases the aircraft was not ready in time for take-off due to operational or technical problems or because the loading process was not completed. Fifty-eight percent of the delays were due to the weather conditions, airport congestion or to air traffic control not giving departure clearance. Delays at Brussels Airport in 2007 averaged 42 minutes.
